Gena - as long as the paper top is intact - you will be fine.

Make sure it is clean (alcohol is best). Apply one coat of Glidden Ultra-Hide Gripper primer - when that is dry (4-24 hours) Apply two coats of a good Glidden topcoat - Evermore S/G or Gloss - or Ultra-Hide S/G.

Steve is correct however if the paper covering is gone - if that is not intact - you cannot paint.
