Painting/Papering Paneling Attached To Concrete Block

We have a lower level bedroom in our bilevel that needs updated. The two outside walls are paneled directly over concrete block, no drywall behind it. One wall has a recessed window with a 6" paneled "box" around it also. There are no water seepage problems with these walls, but is often humid due to bottom half of walls being below ground level. In some areas,paneling does not meet the ceilings nor interior walls, there's approx. 1/4" gaps here and there. (Quarter round is only solution I've come up with to hide that.)Job is in my hands as husband is working so much. I am open to painting(not sure what's best to fill paneling grooves with), papering (if paneling is not expanding/contracting) or even putting up those 4x8 sheets with a wallpaper like design already on them. Essentially, I'd like to avoid ripping off paneling and putting up drywall if possible. Any suggestions appreciated.
