Painting outdoor steps

I had a new driveway and outdoor steps and sidewalks installed in July 2001. I live in PA and the driveway and steps are exposed to the freeze/thaw cycle for about 5 months each year. My driveway and steps are becoming more pitted each year (after two winters - many circles of concrete have popped out). It was likely also a bad mixture of concrete. Although I paid a handsome price, the landscaper was the general contractor who hired the concrete guy... who knows what strength of concrete I actually received. In any event, I am trying to think of ways to make, at least, the steps looks better. I was thinking of paint, but I am open to suggestions.
