Painting Outdoor Columns

We have purchased permacast (fiber glass) structural columns to support an arbor. The columns and capitals primed and painted nicely with water based primer and laxtex paint (we used a sprayer) The bases are not structural and appear to be polyurethane. The primer peels off extremely easy. The Primer is Bejamin Moore 100% acrylic Primer. The can says it will stay on formica. I can't understand way it won't adhere to the column bases.
