Painting old old old house.

I'm about to take on a project to help a friend of mine's elderly mom. Her house is well over 200 yrs old and in serious need of a paint job. IT IS PEELING, blistering and down to bare wood in many places. It was painted only about 5 yrs ago but my first impression was that it needed paint before her husband had a stroke over 12 yrs ago.

A neighbor's house that is similar was painted about the same time and looks fine. He did it himself. Said he used a good oil based primer and a latex finish coat.
There is no real way to determine what kind of paint is on my friends 18 room house; but needless to say there are several coats of paint. That is in some very few areas that are not peeling.

Does this oil primer --- latex finish coat approach sound like the right solution?
