Painting garage door frame

One side of my garage frame was peeling, flaking and getting moldy near the bottom where it contacts the concrete. I stripped, bleached, primed and painted. I caulked around the bottom to keep moisture out. Over the winter the paint peeled and flaked and the wood was damp a good 6-8 inches above the concrete. I couldn't find any water getting in from behind. The other side is fine but the wood is short and doesn't touch the concrete. Is it possible that the moisture from the concrete is saturating the wood those 6-8 inches causing this recurring problem? Is it best to trim the frame off the concrete before I strip and re-paint?
