Painting drywall after wallpaper is removed

I used the DIF solution to remove the wallpaper in my bathroom and the majority of it came off. We then proceeded to paint the drywall behind the wallpaper and now have noticed that it is still very gummy feeling. When we removed our tape from the baseboards, etc. some of the paint ripped off and we noticed that it isn't sticking. Is there something we should of done before we painted? And is there something that we can do now to keep the paint on? Please help if you can, or lead us to someone who can help.
