Painting Cement Floors

Now that my landlady has been advised of TWO floods in my basement apartment and done nothing, I informed her that the not-so-pricey "stickem" tiles in my kitchen are coming up at the speed of light....she doesn't care. If I rip up the tiles (which are still wet underneath, YUK), what do I need to do to treat and prepare the cement floor for painting? Should I sand it? Do I need to use the same kinda stuff that one would use on a garage floor? Help please!
