Cabinets that have a formica laminate on them can be painted by first sanding them with fine sandpaper to degloss the surface and then prime them with XIM primer. Allow the primer to dry for at least 2 days. Then apply the paint of your choice (I'd recomend using and alkyd paint like Benjamin Moore's "Satin Impervo" or "Dulamel")
