painting basement floor tile

i would like to paint my basement floor tile. the house is 40 years old and i thought if i could prime the tile (with BIN or KILZ) then i could just paint over it. we do sometimes get a little water if there is a bad rain - that is why I really don't want to invest alot of money in a new floor. can this be done and is there a special paint i could by? someone mentioned sherwin williams glazing paint. i'm having my daughters graduation party and really need to get this done. thank you
