Painted Panelling

We have some kind of stains (oil or mildew?) bleeding through painted panelling. It was painted and primed (twice), but no cleansing was done prior to that.
We recently used TSP to clean the walls (over the paint) and the stains are still there. Can I prime and paint again now and be pretty confident that the stains won't bleed through again, or do I have to strip the paint off and start over?
