painted over wallpaper on bad walls

My husband and I have been putting off redoing our last bedroom, but now we are expecting a baby in March - so we have to do something. The room is wallpapered with slightly overlapping seams. Both the walls and ceiling have been papered. Then they entire thing has been painted over - I'm not sure if it's oil or latex paint. Then on top of that, there is one place were it looks like there was a hole and the previous owners just threw a bunch of spackling on it and never sanded it. What is my best option. There are quiet a few holes in the wall that need to be repaired - nothing huge - holes from shelves. The plaster behind the wallpaper is not in good shape. I'm afraid if we strip the paper - the plaster will crumble. (This happened in another room of the house) and we can't afford to drywall right now.
