painted bookcase in new house

My friend purchased a newly constructed house last spring. Since then she has been battling the builder over her upgraded, built-in bookcases which flank the fireplace. They are painted white using Duron paint. The problem? Anything you set on them, glue! Right now, there's a potted plant that will NOT come up. The builder says there's nothing they can do and Duron sent a rep out who said there's nothing wrong with the paint and that they "probably should have told the builder" about this glue-like quality. Has anyone ever heard of anything like this? Is there a solution? Is she getting the run-around?
