Just about any paint stripper should do it, Christi. Since it is outside the methyl chloride based stripperare probably OK but I prefer a non-toxic, biodegradable stripper. Just glob some on, let it sit for an hour or so, and scrape up the goo with a putty knife. You should wipe down the area with mineral spirits/paint thinner after that and restrip if necessary. Don't forget to wear rubber gloves and eye protection when doing any of this and leave the paint thinner rags outside for a couple of days to dry completely.
