Paint Removal from Old furniture

I am refinishing an old dresser,apparently it was painted white (lead base paint?) however, that was removed and stain applied and varnish by the previous owner. I thought they had not done a very good job so I decided to redo it. The problem was/is very noticable small amounts of paint are embedded in the tiny cracks in the wood. I stripped the top and sanded it, then applied wood restorer and then tung oil. The milky appearance it still there and white paint still enbedded in those minute cracks. Is there any way to remove this paint and surrounding milky look. Help will be appreciated. Thanks Coy
