Hi Stephanie:
Unfortunately, due to the porosity of the cinder blocks, I have never found a way of completely stripping paint. You can remove most of the surface paint using a 40 grit carbide sanding disk on an angle head power grinder, but paint will still show in the little hollow pits in the cinders.

Your best bet is to strip using the power grinder, then prime with a masonry primer then paint. If you've sealed your outside leaking problem, the paint should last for quite a while.
