paint problem

My 146 year old house appears to not want to hold paint. Numerous people have told me (1) it's because the clapboards are "yellow ochre" and (2) the siding did hold paint until blown-in insulation was put in through the exterior. Could the insulation be causing the problem even though I don't think the last paint job was very well done? Vinyl is out of the question as a solution....I'm in the historic district.
