paint primer question

I usually do my own painting, but this summer I hired a contractor to paint my house. By the end of July he had everything primed, and then things started to go wrong. We had lots of rain, he started other jobs, and now, more than 2 months later all of the top coat isn't on. (He's using oil.)
In my 40 years of painting, I've never thought to neglect the advice that's on every can of primer I've ever used--put the top coat on within 2 weeks. What negative effects (if any) can I expect from primer that has been in the weather for more than 2 months before receiving top coat?
