Paint over wallpaper

If you will be moving anywhere on the same continent when you sell your house, strip the paper. Otherwise, the new owners may get you back, some way, some time. If you don't want to spend the rest of your life looking over your shoulder, strip the paper.

Stripping modern paper with DIF, hot water and a Paper Tiger should not be that big a deal. Pulling the vinyl off coated paper is childs play. Your 3 year old will be glad to help--whether you want him to or not. It will be good training for him/her if your new house has vinyl paper. If you have vinyl paper, skip the Paper Tiger.

Also, watch out when you move into your new house. Someone could have painted over the paper there. When you try to repaint or paper these walls, your sin will come back to haunt you, if you painted over paper at the old house.
