It is always a good idea put the drywall behind what ever you plan on doing when it comes to finishing the room. If you dont when it comes putting on the top rail to finish the wanescoat it will be some what reccessed in the wall that looks bad. As for setting the depth of the plugs, set them to the total depth of the finished project. If any thing set them back a little they sell spacers to bring plugs and switches flush with wall.
