outside windows are freezing up...steel sliding windows

We just installed (used) but in good shape steel sliding windows. They do not seem to have any cold air coming in, but the outside windows are freezing up. Our house looks like an old farm house with the storm windows all encrusted with ice. What is our problem. We did open the outside windows to let some air circulate. We did that because any information I could find was that we were having a humidity problem. Opening the windows (1/16inch) only made them ice up more. There is no problem with the inside windows,
