I have noticed that my new Carrier Heat Pump/AC outside unit is a frozen block of ice. I first noticed it during a snow storm about a month ago. I defrosted the inside fan with water so that it would turn. However, even since we have had warmer days along with colder ones, I noticed the unit is still a frozen block of ice on the outside.
Is this normal?
Can anybody give me some information as to why this is happening and what harm it could cause.
