Out door faucet

2 years ago had addition to bed room. the out-side faucet was extended under the addition but
no turn off valve was pu on in basement. Do I
need one to keep pipe from freezing. So far no problem.The addition is on about a 3 foot high
cement and block footing, all by city code. Thank you Art
