I wouldn't rule out other problems also such as bad thermocouple, bad thermocouple spacing, dirty burner, and bad gas valve, etc. but when it happens with the wind the the vent is the first problem area to look at cause it shouldn't downdraft.

If you vent out the side of the house, then that isn't recommended. You may want/need a power vent water heater to fix it.
