Old Vinyl Tile & Tar Paper Under Linoleum

I'm tearing up my kitchen floor. I have a layer of solid linoleum that is readily coming up, but the original vinyl tiles (circa 1957) are very brittle and coming up too. Under this is tar paper which for the most part is staying, but in places that it comes up, what should I replace or patch this with? I'm not really happy with the 12" tiles I'm using, but don't want to bother with ceramic tile at this point (not my dreamhome) and want to make this remodling project as fast as possible but decent. Your advise PLEASE!
