old contact paper

My niece just moved into an older home. The house is in really good shape but there is a big problem in the kitchen. There is an awful odor in the kitchen cabinets and drawers since they have been trying to remove the old contact paper,which by the way, must be held down with cement paste. The harder she tries to remove the paper the worse it smells. Is there a solution to put on it to remove the paper and perhaps the odor or would it be better to paint over the contact paper to try to cover it up??HELP!!!!!!
