Two things to consider: you must drill the hole also into the cement wall and use some cement wall anchors so you will get a good fit. You also must accurately transpose the hole area of the cabinet to match the hole in the wall that you are drilling.

So, with the wall anchor drilled into the cement, you insert the anchor and then install the cabinet and line up the holes and set the bolt into the anchor.

If this lining up is too difficult which it can be. then get a 1x6 cut it the width of the cabinet. Cut two one for the top and one for the bottom of the cabinet. Now screw the top 1x6 into the cement wall and have it anchored securely. This will become the fastening board for the cabinet. All you do is to fasten the cabinet to the board. Now install the bottom 1x6 to the back of the cabinet. This will make the cabinet even on the top and bottom. Now, you will notice you have a slight gap all around the cabinet because of the spacing of the 1 by. To fix this use your mitre skills and fix a quarter round around the cabinet to picture frame it off.
