oily walls when dry

I had a bad experience with behr paint- premium plus and was surprised to find out when it dried I could actually wipe the wall with my hand and my hand looked like vegetable oil! I was told from Behr to wait 2 weeks and wash the wall! I switched paints and know this is the paint and not the prep.I contacted a out of town home depo and the paint department asked me if I was the same lady that called yesterday so Ir realize I must not be the only one experiencing this problem.Any one else have this problem?
