Oil stain on concrete

There are some chemicals that are supposed to be capable of drawing the oil out of concrete. There are used prior to painting a garage floor, for instance. Can't help you with a name or source but you might try specialized paint stores or auto supply stores. But the first and easiest answer is Tri-Sodium Phosphate (TSP). This will do a good job of surface cleaning and is cheap. Follow package directions. After you have tried this, you can go on to determine how much time and money you want to spend to get the stain out.
