It is true that oil-based poly takes longer to dry than water-based. IT should dry in 2-3 days unless something is wrong.

The first coat should have been let to dry fully (2-3 days) before screen sanding and applying a second coat.

You didn't post where you live or what the weather was like. If you were in the eye of the storm on the east coast that may have slowed the drying process. How much ventilation do you have? Regardless, it should have dryed by now. I say take Henry's advice
