first find the source. is it an old spill soaked into the slab? something beneath the slab? Any visible stains?
there are many commercial solvents/cleaners/degreasers for removing oil from concrete. if that doesnt get it, may have to paint a sealer on the floor to lock out the odor. All the products you need are at your local hardware/ home improvement store.
