Placing a deck over an existing roof is really not recommended at all and may not even be allowable given the weight of the deck and people upon it and the amount of load your current roof rafters can currently withstand.

Placing a deck on a roof can also create a re-roofing nightmare depending upon the type of roof and the roof covering.

A deck on a roof is certainly possible... but whether or not it is practical can only be answered by the design you your building code enforcement office will allow and the cost to implement that design with long term re-roofing in mind.
