If you are referring to a texture on interior walls or ceilings, the material can be skim coated drywall compound, true lime plaster finish, or stucco. Stucco will have a sanded appearance and is a portland cement product. Plaster is a little softer and has a very high lime content. The texture you are looking at sounds like "imperfect smooth".
