not insulated???

The only thing I can think of is that it wasn't actually insulated all that well. If you know where the drains are you could maybe try to blow in some insulation to try to soak up some of the sound. I have generally found that fiberglass insulation is "good enough" for sound deadening drains if the walls are made wide enough to get at least 3" of it between the pipe and the drywall. You can still hear it, but its not too bad.
