Sound needs to be reduced at its source and not after-the-fact. The best you could hope for would be to muffle the sound, and that would require wall-to-wall carpeting all over your walls and ceilings. The renters never thought of noise or did not want to go through the added expense. You either live with it or move. Sorry......
