First thing, do not attempt to repair this until the conditions are dry around the pipe.

Secondly, scrape out any debris and junk, would not hurt to get out alittle earth.

Thirdly, go to your home center and get some concrete patch with latex in it. Should get a box the size of powdered soap. Follow directions and your set.

Fourthly, get some 100% silicon caulk and caulk around the pipe.

You might be able to use just plain old floor levelor also.

Either one will do the trick.
