No Felt on Uninsulated Roof?

Hi all!

I am building a new home and hired a roofer to do our roof (a friend of a friend type of situation). The roof job is pretty much complete but I have noticed that he did not put felt down under the shingles over 2 areas of roof. They are a small gable over the stoop and a 6 inch strip up the end of the main roof that is over the gables overhang and soffet. His explaination was that you dont need felt on roof areas that do not go over insolated living space. I live in southern Wisconsin where the winters can get pretty windy and snowy. Is this an acceptable roofing practice??? He has volunteered to tear it off and fix it but I feel as though I have lost confidence in him. What would you guys do???
