Hi Bill: Sometimes breakers break internally but appear to operate normally. You'll need some type of voltage tester to check this right at the breaker. If that checks out OK, open up a light switch or receptacle and test for voltage, hot to ground AND neutral; if you have voltage from hot to ground but stuff still does't work, you may have a broken or loose neutral (white) wire in your breaker panel,recpt', or lighting.
