I saw an article in Popular Science about a new in floor radiant heat product where the hose was not laid in concrete, but weaves through a special grid that supports the flooring above. They claim it is quite efficient and aeasy to install. another benefit is that if there is a problem, you don't have to jackhammer your foundation to get at it. Do you know anything about this new system?
