NEW HOUSE, Water under roof, down wall, into basement!!!

I recently had a 6,000 sq foot house built and moved into it in June 00...I live in NJ which just had a major snow storm..Tons of snow is on my roof, my gutters are frozen solid...I am having the following problem:

As the snow melts, the water has no where to go (according to my builder) and since the roof is "new" it is "allowing" the water to make its way underneath it..There is a water/ice barrier all along the bottom of the roof, but he claims that the water is getting under the shingles higher then where the barrier is...

This problem has allowed the water to cause numerous leaks in my great room and kitchen...The water not only is leaking from my ceiling in about 3 spots, it is also going down my walls in 2 spots, leaking from my window molding in those 2 spots, causing my paint to bubble (filled with water) in 1 spot, and causing tape and other things to pull off...The same walls are also wet in the basement, so the water is going straight down from the roof to the basement along the wall.

My ? is this,,,My builder has done and advised me of the following...He had the roofers come out and clear the snow and ice off of the affected area on the roof..he said they will be back to fix the are on the roof when things dry out...He also said that he will have the interior affected areas respackled and painted!!! Is this sufficient??? Should the drywall be replaced??? Should the insulation be replaced??? Will things ever be the same??
