New Home Basement floor cracking and Leaking

I purchased a new home in September of 1997, now in April of 1998 I have a large number of cracks in the basement floor slab. These cracks are new leaking. There is also a problem with the cement patches around the metal support poles. The cement has crumbled and there is water under it. There are about 15 different cracks most going the entire lenght of the floor front to back and also from one ploe to the next. There are 4 pole in my basement. My question is that the house is still under warrenty and I would like to know what the best solution is so that the biulder will fix it the right way. He currently wants to seal the cracks with caulk and patch at the poles. Is this the right Answer? Any help would be greatly appriciated, Thank you.
