New Flooring over old

We are planning on laying vinyl tiles on our kitchen
floor.

Right now there are 3 layers of old vinyl. Can we use
a leveling compound and just lay the new floor tiles
right on top? Or do we need to pull up the old
flooring and lay a subfloor?

Our new flooring is Armstrong. Can we use Pro-board
instead of plywood?
