new flooring over existing flooring

my husband and I want to redo the floors in two rooms of our house. Right now, the floors are flat tile with no grout-kind of like what you'd find on the floor of an elementary school. But since the rooms were done in the '50s we've been told that the tile almost definitely has asbestos in it and we should just place a new floor directly over the old floor. The problem is that the house has settled a bit and these floors aren't exactly level anymore. I had a guy from a floor installation store come look at it and he said the only thing he could recommend was carpet, unless I want to pay the expense of having a specialist come in to tear up the existing floor. No ceramic tile, no pergo, no wood floors. Nothing against carpet, but I don't really want it in either of these two rooms. Any suggestions?
