You face several issues here.
First, in most all states new homes have to be warranted against every form of defect for a period of at least 1 year. In some states the required warranty is 10 years.
You should NOT be contracting your own workers to repair ANY of the problems you currently face. All repairs MUST be addressed directly to the builder or you will void the original warranty.
Second, weeps holes must NEVER be covered over on brick.
These holes are there to allow condensed moisture from behind the walls a way to escape and not become trapped inside the house.
I suggest you have a talk with your builder via your attorney quickly before your house warranty runs out.
