New Carrier Two Stage is Cold

I have a 1480 Square Foot townhouse with returns at the ceiling. In October 2002, I purchased a Carrier Weathermaker 8000TS. Model 58CTA 70,000 BTUs. Since it has been installed the house is colder that it was before. The rooms farthest from the thermostat have at least a 4 degree lower reading, the floor is always cold and it seems that a faint wind is blowing, even when the furnace is off.

We called our dealer many times and this is what has been done:

Replaced the Inducer motor because it was noisy
Replaced the Limit Switch - shutting off too soon
Changed furnace two stage operation to High heat only. Changed the thermostat to a two stage model.
Dealer says the today's models run colder-Gov't regs.

The dealer says we are just losing heat and suggests that we insulate the attic, the garage etc. I never thought I would have to remodel to own an energy efficient furnace.
Can any one help?
