new basement floor is wavy

My Son just had a house built this past summer. The house is nearing completion. The basement cement floor is very wavy and the standard they tell him is if you can get up to 5 quarters under a board laid across the floor then that is standard. He can get 10 quarters in some places. The company that poured the basement floor is not wanting to do anything about it. The whole basement floor looks like waves all across it. What would you do? They claim there is nothing structurally wrong with it.
My son has checked into a floor covering place that said they could put some kind of material on that that they smooth out so it is level and then lay concrete subfloor over it. This was priced around $9,000 for this size of basement. My son wants the basement contractor to pay for this or else do something to it so it is level. We have never seen a basment look like this. He paid a lot of money to have this basement and is very disappointed to have it look like that.
