new addition advice

We are in the process of trying to decide whether to add on or move. We currently live in a 45' X 25' ranch style home. 3 Br, 1 Ba., LR, EI Kitchen. Our Budget is 180K max. for an add on. If we move we can probably afford a 300K home here in SE PA. We love our current 1/2 ac. property. The addition would necessitate a Master Bedroom, office and full bath. , a sun room (as a family room) and a kitchen remodel. My question is who would be the appropriate party that could look at our property and advise us if our budget is feasable for what we want. Of course we would expect to pay for this service, but since we are not sure what we are going to do, we are not quite ready to draw up plans. How should we proceed? Thanks for any input.
