Need help with leveling 120 year old floor

Hi I'am working on my mom's kitchen floor which I had also removed a dividing wall that was for the dining area so that she may have a larger kitchen area may question is that we have a train track in front of the houes and the el station train behind here house that caused alot of shaking from the house to cause the floor to be very uneven so what i tried was underlayment sand cement but it seems as though it may need alot more is there a better why to get the old wooden floor some what level so it would be easy when installing the cabnets and tile on the floor.Note I already used 7 60Lbs bags of cement.
