need help - water pressure

need urgent help on this as we are closing on a house today and the water supply was not inspected correctly due to problems in the plumbing and they figured that the problem was a faulty pressure regulator which was old (the house is 30 years old )and the house was vacant for over 6 months. So they fixed that pressure regulator and that improved the water supply. however the water starts fine and then the presuure drops tremendously. We called a professional plumber to come and look at it and he found another presurre regulator which was hidden and he thinks that one is faulty to and if that was replaced things would be fine. he said that that is the easiest scenario but the worst scenario is the pipes could be bad which is a huge probelm. the 30 year 2 storey house has copper pipes of 1/2 inch and it is a big house and teh watre source is at the centre of the house So unless the pressure valve is replaced he cannot be sure. the bank selling the house will not let us do that and we have to decide now and close today.
