I had a merc vapor security light installed by tying into a long loop. I knoticed that at night when the transformer kicked on the lights would flicker that were on that loop. Seemed that the tiny trans former required more juice than the loop could handle and I had this surge. Later on, things started blowing. After much experimentation, I ran a dedicated line to that sec light and all problems stopped.

Was told that the sec light pulled more juice and robbed other ON appliances with elect and caused a flicker. When I turned on my 15 amp vac into the looped reciptilce the whole loop went dead and I blew a a breaker.

Try a dedicated line to this light and take it off the loop. could work for you.
